Call Secretariat responses to requests for clarification

Welcome to the Call Secretariat responses to requests for clarification relating the NEW OSH ERA Call on psychosocial risks at work. We invite you to consult this section regularly.

  1. Question: How to interpret the eligibility condition “A minimum of three NEW OSH ERA partner countries for application are required.”
    Answer: NEW OSH ERA aims at promoting European cooperation in OSH research, with a specific focus on new and emerging risks. Therefore, in order to submit an eligible proposal, partners from at least three different countries listed below are needed. Participants from other European countries and from outside Europe are welcome to join a proposal on the basis of self-financing.
    The NEW OSH ERA partner countries are as follows:
    Finland
    Germany
    Poland
    Denmark
    Belgium
    Italy
    Sweden
    Hungary
    Greece
    France
    Netherlands
    Spain
  2. Question: Are we allowed to submit an application to one of the funding organisations listed in the call, even though we are not based in those countries?
    Answer: In the first place, researchers from NEW OSH ERA partner countries can apply for funding, as most of the funding organisations contributing to the call are able to fund only projects at national level. But for example, for the Finnish Work Environment Fund it is not unthinkable that it could fund researchers from other countries under specific conditions, one of which is that the research has relevance for the Finnish working life. Also for DGUV is possible to fund researchers from other countries. Fore more information please contact those organisations.
  3. Question: What are the rules for the calculation of overheads?
    Answer: The rules of national funding organisations apply. Please clarify the rules for the calculation of overheads (indirect costs) with the funding organisation from which you apply for funding.
  4. Question: Is a cooperation contract/consortium agreement foreseen? And if yes, when?
    Answer: In addition to the funding contract which will be signed between the beneficiary and the funding organisation, participants are advised to conclude a consortium agreement (CA) among themselves to regulate project internal issues related to work organisation, intellectual property (IP), liability and other matters of their interest.
    It is recommended to sign it as soon as possible, preferably while preparing the Second Stage Proposal.
  5. Question: Does a template for a cooperation contract exist?
    Answer: There is no template for the consortium agreement. You can consult the FP7 checklist.

  6. Question: Is there a limitation for the number of partners in one country?
    Answer: No limitation in this respect.
  7. Question: Do all consortium partners have to work on the same content or can they concentrate on one theme (of their country) so that there will be a self-contained result by each partner?
    Answer: The aim of the Call is to promote European cooperation. Therefore, integrated projects will be supported, i.e. the parts carried out by different partners of a consortium should constitute a whole.
  8. Question: Is a common application/proposal foreseen, which will be submitted by each partner in his country or does each partner have his/her own application?
    Answer: A common project proposal is foreseen which has to be submitted through the electronic proposal submission system. It includes a short research plan in the First Stage and a full research plan in the Second Stage. The Proposals submitted through EPSS will be accepted as part of the formal application for funding to the national funding organisation. In addition, please check with the respective national funding organisation if there are some additional requirements (e.g. specific templates to be filled in).
  9. Question: Shall all partners of one consortium use the same acronym for one application or shall they create their own?
    Answer: The consortium partners have to use the same acronym.
  10. Question: Is it possible that the coordinator of a consortium is not the principal researcher for his/her organisation?
    If it is possible, what shall be filled in in EPSS?
    Answer: In the EPSS the Principal Researcher is supposed to act as a "coordinator". I.e. the Principal Researcher invites other participants by entering their names and e-mail addresses on the page "A.4. Consortium Partners" The Principal Researcher is also the one who submits the whole proposal. There is no place for the coordinator's CV in the proposal forms. The name of the coordinator can be entered by the Principal Researcher into the research group (this can be done on the page "B.1. Partner Details").
    If, for organisational reasons, the Principal Researcher himself/herself is not using the EPSS for entering the data, he/she should at least register and to provide the login information to the person who is actually filling in the information.
